Abstract

While Vietnam’s reforms provided a few of the weakest legal private property legal rights among the transition countries, metropolitan areas like Ho Chi Minh City have booming domestic areas. Interestingly, qualities for purchase are marketed with a number of property legal rights claims. This paper analyzes HCMC’s institutional context and utilizes property listings in newspapers from 1998-2001 to train on a hedonic cost model to evaluate the pattern of costs where sellers offer qualities in Ho Chi Minh City. The findings reveal that several types of property legal rights, enforced by highly decentralized condition institutions, are operational on the market with different amounts of risks and values.
